The 1 Package is an all-inclusive preparation, licensing, and business setup solution for professionals working toward a Virginia Refrigeration Contractor license. It combines technical exam preparation, contractor business and law study, rental reference books, 1 year of course access, Application Service, business formation, EIN filing, and contractor compliance guidance into one coordinated package.
Virginia identifies Refrigeration Contracting by the specialty abbreviation REF. The specialty covers the installation, repair, or removal of refrigeration equipment other than HVAC equipment. Virginia's defined scope includes work involving coolers, refrigerated casework, ice-making machines, drinking fountains, cold-room equipment, and similar hermetic refrigeration equipment.
The REF specialty does not provide authority for electrical, plumbing, gas-fitting, or HVAC functions. Contractors planning to perform services outside the defined Refrigeration Contracting scope may need other classifications, specialties, licenses, or appropriately qualified individuals.
The 1 Package is designed to address more than the REF technical examination. It gives candidates a structured path for preparing for the specialty exam while also supporting applicable Virginia contractor business requirements and the practical steps involved in establishing the contracting business itself.
The package brings together Modern Refrigeration and Air Conditioning, 22nd Edition, the International Mechanical Code, 2021 Edition, NASCLA Contractor’s Guide to Business, Law and Project Management, Virginia 11th Edition, and the Virginia Uniform Statewide Building Code, 2021 Edition, USBC. Some book(s) are highlighted and tabbed for exam preparation to support more efficient study and reference navigation.

The Virginia Refrigeration Contracting examination is the technical specialty examination associated with the REF designation. Virginia requires a Qualified Individual for each classification or specialty on a contractor license, and REF is one of the specialties requiring pre-approval and successful completion of a Board-approved technical examination.
The Virginia Refrigeration Contracting examination contains 50 questions. Candidates receive 120 minutes to complete the exam and must achieve a minimum passing score of 70%, or 35 correct answers.
The examination content is divided into the following subject areas:
General Knowledge and Requirements represents the largest single category. Refrigeration Systems and Controls and Refrigeration Piping also account for a substantial portion of the examination. Candidates should devote appropriate study time to all five areas while giving additional attention to the higher-weighted subjects.
The examination may include questions based on the reference materials as well as general trade knowledge and accepted industry practices. Practical experience can be valuable, but candidates should also prepare for technical terminology, written code requirements, tables, system concepts, and questions that require efficient use of reference materials.
Virginia uses PSI as its examination vendor for Qualified Individual contractor specialty examinations. Successful completion of the required examination must occur before applying for contractor licensure for a designation that requires the technical exam.
The Virginia Refrigeration Contracting examination is an open-book test. Candidates must bring their own permitted reference materials because references are not supplied at the testing site.
The examination is currently based on the 2021 edition of applicable ICC codes for code questions, including the International Mechanical Code. Candidates should therefore become familiar with the structure of the 2021 International Mechanical Code before examination day.
References may be highlighted, underlined, and indexed before the examination. Permanent tabs are permitted. Removable tabs such as temporary flags are not allowed. Reference materials containing handwriting are not permitted, and candidates may not write in their books during the examination session.
Open-book testing rewards preparation and efficient navigation. With 50 questions and 120 minutes, candidates have an average of approximately 2.4 minutes per question. Searching unfamiliar books for every answer can quickly consume testing time.
Some books included with The 1 Package are highlighted and tabbed for exam preparation. Candidates should use the one-year study period to learn what each tab identifies, understand how chapters are organized, and practice locating technical and code information without unnecessary searching.
Modern Refrigeration and Air Conditioning can support technical study of refrigeration theory, systems, components, piping, refrigerants, controls, and service concepts. The International Mechanical Code is used for applicable code requirements. Learning which reference is most likely to contain the needed information is an important open-book testing skill.
Virginia contractor licensing is administered through the Virginia Board for Contractors. Contractor licenses combine a license class with one or more classifications or specialties. The class determines the applicable level of contracting authority, while the classification or specialty determines the type of work the business may perform.
The technical specialty examination is only one part of Virginia contractor licensing. The contractor business must also satisfy requirements involving the appropriate class, Qualified Individual, Responsible Management, pre-license education, applicable Designated Employee examinations, and completed application.
Virginia requires licensed contractor firms to identify a Qualified Individual for every classification or specialty printed on the license. The Qualified Individual must have the appropriate amount of experience and must satisfy examination requirements when an examination is required for that designation.
For a Class C contractor, the Qualified Individual must have at least one year of experience in the applicable classification or specialty. A Class B Qualified Individual must have at least three years of experience, and a Class A Qualified Individual must have at least five years of experience.
The Qualified Individual must also have the required relationship to the contractor business. Virginia requires the individual to be a full-time employee or a member of Responsible Management as provided by the contractor licensing requirements.
REF is specifically identified as a designation requiring pre-approval and successful completion of the applicable examination. An Experience Verification Form is required as part of the qualification process for designations that require a technical examination.
Virginia also requires eight hours of Board-approved pre-license education for every new Class A, Class B, and Class C contractor license. For Class A and Class B applicants, the requirement is completed by a member of Responsible Management or the Designated Employee. For Class C applicants, a member of Responsible Management completes the course.
The pre-license course is a basic business course addressing regulations, statutes, and requirements relevant to contractor businesses. It is separate from the REF technical examination and separate from the Class A and Class B contractor business examinations.
The 1 Package adds business setup assistance to these exam and licensing resources. Business Formation, EIN Filing, and Contractor Compliance Guidance support candidates who are progressing from individual technical qualification into operating an organized Virginia refrigeration contracting business.
Some book(s) are highlighted and tabbed for exam preparation. Candidates should use the prepared references actively during their study period so the tabs, highlighted material, tables, chapters, and index locations become familiar before examination day.
The 1 Package includes 1 year of course access, giving candidates time to work progressively through both technical refrigeration study and applicable contractor business preparation.
Technical preparation should begin with a strong understanding of the refrigeration cycle. Candidates should understand how compressors, condensers, evaporators, refrigerants, metering devices, and controls interact as part of a complete system. Pressure, temperature, heat transfer, and refrigerant condition should be studied as connected principles.
Refrigeration piping should also receive focused review. Study system layouts, materials, fittings, installation principles, sizing concepts, and the relationship between piping and refrigeration system performance. Code-driven questions should be practiced using the International Mechanical Code.
Systems and controls represent another major exam area. Candidates should understand operating controls, pressure and temperature relationships, component interaction, and the way refrigeration equipment responds under different operating conditions.
Testing and inspection study should connect practical field procedures with the terminology used in technical references. Candidates with years of hands-on experience may understand a diagnostic process in practice but still benefit from reviewing the formal language and technical concepts used on licensing examinations.
For contractor business preparation, candidates can use the NASCLA Virginia guide and Virginia Uniform Statewide Building Code as separate study tracks. Keeping business and law preparation distinct from the technical REF material can make the overall licensing curriculum easier to organize.
Practice-oriented preparation should include book lookups. When a question is missed, locate the supporting material and study the surrounding section. This reinforces the correct concept while also building familiarity with where related information is located.
Please allow up to 15 business days for The 1 Package book orders. Candidates should factor this order-preparation period into their study schedule and intended examination timeline.
1 Exam Prep helps Virginia Refrigeration Contractor candidates bring exam preparation, licensing support, and business setup into one organized process. The 1 Package goes beyond providing books by combining technical study resources with 1 year of course access, Application Service, Business Formation, EIN Filing, and Contractor Compliance Guidance.
Trade-focused review helps candidates organize refrigeration knowledge around the subjects that matter for the REF examination. Students can build stronger familiarity with refrigeration systems, piping, refrigerants, controls, testing, inspection, and applicable mechanical code requirements.
Practice-oriented preparation helps identify subjects that need additional attention. Candidates can review difficult topics, locate supporting information in the books, and use repeated practice to strengthen both knowledge and reference-navigation skills.
Open-book preparation is supported through regular interaction with the technical references. Some books are highlighted and tabbed to make major sections easier to identify. Candidates can spend the one-year preparation period learning how to use the books efficiently rather than relying on unfamiliar references during the examination.
Application Service supports the licensing application stage, while Business Formation helps establish an LLC or Corporation for the contracting operation. EIN Filing helps the new business obtain the federal identification number used for banking, tax administration, employees, and professional business operations.
Contractor Compliance Guidance adds support for understanding the requirements that apply to Virginia contractor businesses. Together, these services create a coordinated pathway from technical exam preparation through licensing and business organization without promising a particular exam, licensing, or business outcome.
The package includes four rental reference books, 1 year of course access, Application Service, Business Formation for an LLC or Corporation, EIN Filing with the IRS, Contractor Compliance Guidance, and book preparation on selected references.
