Pennsylvania candidates cannot use one exam strategy for every jurisdiction. Some local or ICC plumbing exams may be open book, while Philadelphia's current Journeyman Plumber exam is specifically listed as closed book.

There is another layer for residential contracting. Pennsylvania's Home Improvement Consumer Protection Act generally requires contractors performing at least $5,000 of qualifying home improvements per year to register with the Pennsylvania Office of Attorney General.
In other words, passing a journeyman exam proves plumbing knowledge. Opening the business introduces paperwork, insurance, registrations, and local rules. The pipes may be straightforward. The licensing map has a few more elbows.
