Oklahoma does not treat every roofing contractor exactly the same. The base requirement is Roofing Contractor Registration through the Construction Industries Board.
For commercial roofing work, an active registration alone is not enough. A contractor also needs the Commercial Roofing Contractor Endorsement unless a specific statutory exemption applies.
Commercial endorsement candidates must pass the required examination process, maintain commercial-level liability insurance, satisfy workers' compensation requirements, and keep the registration and endorsement current.
Oklahoma is also changing the residential side. A new Residential Roofing Endorsement transition begins January 1, 2027. The state has established a grandfathering window through January 1, 2028, after which the Residential Roofing Endorsement becomes required for residential roofing work under the new framework.

The technical exam can be challenging because candidates must understand several different commercial roofing systems while working with a large open-book reference library.
