The Oklahoma Roofing Contractor Commercial Endorsement examination is administered through PSI after the Oklahoma Construction Industries Board determines that an applicant is eligible for testing.
The Commercial Endorsement examination is divided into six technical categories:
Low Slope Roofing is the largest category with 15 questions. Candidates should devote substantial preparation time to membrane roofing systems, commercial low-slope roof assemblies, roofing materials, installation principles, details, and common industry practices.
Architectural Metal Roofing Systems and Sheet Metal Flashing contains nine questions. Study should include architectural metal systems, flashing details, roof edges, penetrations, joints, transitions, and other sheet metal applications. The SMACNA Architectural Sheet Metal Manual is an important resource for this subject.
Repairs and Reroofing contains eight questions. Candidates should prepare for roof evaluation, repair techniques, reroofing considerations, existing roof conditions, material compatibility, and decisions involving roof repair, recovery, or replacement.
Safety contains seven questions. Commercial roofing work involves significant jobsite hazards, making fall protection, ladders, scaffolds, personal protective equipment, material handling, and other OSHA construction requirements important preparation areas.

The Oklahoma Roofing Contractor Commercial Endorsement examination is an open-book test. The Oklahoma Roofing Business and Law examination is also open book. Candidates may use approved references while following the applicable PSI requirements for examination materials.
Approved reference materials may be highlighted, underlined, and indexed before testing. Permanent tabs are permitted. Temporary removable tabs such as Post-it notes are not allowed. Candidate-added writing is not permitted in references before or during the examination session.
The technical examination uses the Architectural Sheet Metal Manual, 2012; International Building Code, 2018 with Oklahoma revisions; NRCA Roofing Manual: Membrane Roofing Systems, 2023; NRCA Roofing Manual: Metal Panel and SPF Roof Systems, 2024; NRCA Roofing Manual: Steep Slope Roof Systems, 2025; NRCA Roofing Manual: Architectural Metal Flashing, Condensation and Air Leakage Control, and Reroofing, 2022; and Code of Federal Regulations - 29 CFR Part 1926 (OSHA) with the latest available amendments.
The 2025 edition of the NRCA Roofing Manual: Steep Slope Roof Systems is the current permitted edition for testing. Candidates should prepare with the current permitted reference rather than the discontinued 2021 examination edition.
Open-book testing rewards familiarity with the reference library. Candidates should practice determining which manual applies to a question, locating the relevant section or detail, and interpreting the information efficiently rather than searching multiple books from beginning to end.
The Oklahoma Construction Industries Board administers roofing contractor registration and the Commercial Endorsement. Contractors must complete the applicable registration, examination, insurance, and compliance requirements before performing commercial roofing work under the endorsement.
Oklahoma roofing contractors are required to obtain a valid roofing contractor registration unless an applicable exemption applies. Contractors performing commercial roofing work must also obtain the Commercial Endorsement required for that work.
A roofing contractor registration in good standing is required before a Commercial Endorsement can be approved. The Commercial Endorsement is an additional qualification and does not replace the underlying roofing contractor registration.
Commercial roofing contractors must provide evidence of at least $1,000,000 in commercial general liability insurance. Applicable workers' compensation compliance or qualifying exemption documentation is also required.
The roofing contractor registration and Commercial Endorsement are renewed annually. Contractors should keep their registration, endorsement, insurance, and other compliance documentation current while conducting roofing operations in Oklahoma.
Qualifying parties performing commercial roofing work are subject to continuing-education requirements. Oklahoma requires four hours of approved commercial roofing continuing education every 36 months after the applicable initial exemption period following passage of the endorsement examination.
