Important Texas licensing fact: a Texas Journeyman Plumber is an individual plumbing license, not a plumbing contractor license. A Journeyman may perform plumbing work under the supervision of a Responsible Master Plumber and may supervise Plumber's Apprentices within the scope allowed by Texas law.
The Texas Journeyman Plumber License is issued by the Texas State Board of Plumbing Examiners to experienced plumbing professionals who satisfy the state's work-experience, training, fingerprint, examination, and licensing requirements.
A licensed Journeyman Plumber may install, change, repair, service, or renovate plumbing while working under the supervision of a Responsible Master Plumber.
A Journeyman may also directly supervise a Plumber's Apprentice on plumbing job sites. Texas rules also allow Journeymen to supervise a Tradesman Plumber-Limited on qualifying job sites outside that limited license's one-family and two-family dwelling scope.

Tradesman exception: a current Texas Tradesman Plumber-Limited moving up to Journeyman does not have to repeat the practical examination.
The TSBPE examination review materials direct Journeyman candidates to study plumbing-code terminology and the major systems found in residential and commercial plumbing.
Important written-exam subjects include Definitions, General Regulations, Plumbing Fixtures, Water Heaters, Water Supply and Distribution, Sanitary Drainage, Vents, Traps, and Fuel Gas or Fuel Piping.
Candidates should also study the Texas Plumbing License Law and selected TSBPE Board Rules.
The practical side can test pipe measurement, cutting, preparation, joining, assembly, water-heater installation recognition, and sanitary drainage and vent system design.
Texas does not publish a current official question-count distribution for each Journeyman topic in the Pearson handbook, so the study bars below are recommended preparation priorities, not official exam weights.
Prepare for a closed-book test. That changes everything. Instead of relying on fast code-book navigation during the exam, you need enough repetition to recognize rules, terminology, system requirements, and common plumbing calculations without your personal books beside you.
Definitions: learn proper plumbing terms such as building drain, building sewer, branch, fixture drain, trap arm, vent stack, stack vent, and water service.
General Regulations: review approved materials, installation methods, pipe protection, testing, supports, trenching, and protection of building structures.
Fixtures and Water Heaters: study fixture clearances, fittings, traps, water-heater locations, shutoff valves, temperature and pressure relief, drain pans, and common violations.
Water Supply: practice materials, sizing, cross-connection protection, air gaps, vacuum breakers, backflow, and installation methods.
Drainage and Venting: study fixture units, pipe sizing, slope, cleanouts, traps, vent types, vent connections, wet venting, and sanitary drainage design.
Fuel Gas: review materials, shutoff valves, testing, appliance supply, fuel-gas piping, and related safety requirements.
The 2026 Texas Journeyman Plumber Complete Books, Tabs & Course Package adds structured code study, practice questions, online instruction, isometrics, math review, and simulated computer-based testing.
The written exam checks what you know. The practical portion, when required, checks whether you can turn that knowledge into real plumbing work.

Move from registered plumbing experience through training, fingerprinting, TSBPE approval, Pearson VUE testing, practical testing when required, and final license issuance.
Texas apprentices should be properly registered before relying on plumbing work toward state experience requirements.
Build and document at least 8,000 hours of qualifying plumbing-trade experience.
Complete the 48-hour TSBPE-approved training program unless you qualify through an approved apprenticeship or another applicable exemption.
Fingerprint information must be received and approved before the examination application can move forward.
Submit the Journeyman examination application, required supporting documentation, experience certification, and current $40 application fee.
Prepare for 100 closed-book questions in 120 minutes with a 70 percent passing requirement.
Most Apprentice-to-Journeyman applicants complete the 6-item, 240-minute practical examination after passing the written test.
After satisfying the required examinations, complete the TSBPE initial-license process and pay the current $40 license fee.
TSBPE does not currently publish an official question count for each Journeyman topic in the Pearson handbook. These percentages are a suggested study-time allocation, not official examination weights.
Why drainage and venting are first: these subjects matter on the written examination and can also appear in the practical system-design work. That gives them double duty in your study schedule.
The current Pearson VUE handbook still identifies the following code-study paths. Because the written exam is closed book, these are study materials, not personal exam-room references.
| Reference | Primary Study Use | Status |
|---|---|---|
| Texas Plumbing License Law | Licensing, scope, responsibilities, violations, supervision, and state plumbing requirements | Official TSBPE study subject |
| Texas State Board of Plumbing Examiners Rules | Registration, license responsibilities, codes, supervision, training, and regulatory requirements | Official TSBPE study subject |
| 2018 International Plumbing Code | Definitions, fixtures, water supply, drainage, vents, traps, materials, and installation | Current Pearson handbook study option |
| 2018 International Fuel Gas Code | Fuel-gas materials, installation, testing, shutoffs, appliances, and gas piping | Used with the IPC study pathway |
| 2018 Uniform Plumbing Code | Alternative plumbing-code study path covering major plumbing systems | Current Pearson handbook alternative to IPC + IFGC |
| 2024 International Plumbing Code | Current-code education, newer plumbing standards, practice questions, and 2026 1 Exam Prep materials | Used in current 1 Exam Prep 2026 study products; verify against the official exam bulletin before relying on it for test-specific code answers |
Important code-edition warning: the current Pearson handbook linked by the Texas testing program still lists the 2018 IPC with 2018 IFGC or the 2018 UPC as study options. The newer 1 Exam Prep 2026 product line uses the 2024 IPC for current-code education. Always use the TSBPE and Pearson instructions for your actual examination date as the final word on the tested code cycle.
Exam-room rule: the Pearson VUE candidate handbook does not allow candidates to bring books, papers, notes, or personal reference materials into the computer-based testing room.
A Texas Journeyman Plumber may install, change, repair, service, or renovate plumbing under the supervision of a Responsible Master Plumber.
The Journeyman credential is broader than the Tradesman Plumber-Limited license and allows the license holder to work on plumbing systems within the supervision structure established by Texas law.
A Journeyman may directly supervise a Plumber's Apprentice. A Journeyman may also supervise a Tradesman Plumber-Limited on job sites involving structures outside the limited residential scope.
The license can also serve as a foundation for future endorsements and eventual Master Plumber eligibility once the applicable experience and licensing-duration requirements are met.
Contracting distinction: the Journeyman license alone does not make the license holder a Responsible Master Plumber or independently authorize operation of a Texas plumbing company. That responsibility belongs to the proper Master Plumber and RMP business structure.
Each Texas plumbing credential has a different level of experience, responsibility, and permitted supervision.
| Credential | Main Purpose | Experience / Path | Important Difference |
|---|---|---|---|
| Plumber's Apprentice | Learn the plumbing trade | Register before qualifying hours are earned | Works under required supervision and builds hours toward higher licensing |
| Tradesman Plumber-Limited | Limited residential plumbing scope | Generally 4,000 hours plus required training | Limited to qualifying one-family and two-family dwelling work |
| Journeyman Plumber | Full journeyman-level plumbing work under an RMP | 8,000 hours plus training and examination requirements | May perform broader plumbing work and supervise apprentices |
| Master Plumber | Advanced individual plumbing license | Requires qualifying Journeyman history and Master examination | Higher license level that can lead to Responsible Master Plumber designation |
| Responsible Master Plumber | Responsible for plumbing performed through a plumbing company | Master license plus additional RMP requirements | Carries business-level responsibility for plumbing work |
Out-of-state applicants: a person currently licensed as a Journeyman or Master Plumber in another state may qualify under a different application pathway and does not have to complete the standard 48-hour training requirement. Check TSBPE for the documentation required for your specific license history.
Build closed-book recall, plumbing math, system-design confidence, Texas law knowledge, and practical installation skill together.
The Texas Journeyman examination is challenging because it combines plumbing-code knowledge, state licensing rules, system design, math, and practical trade skill.
The written exam gives candidates 120 minutes for 100 questions. That averages only 72 seconds per question.
The test is also closed book, so knowing exactly which chapter would contain the answer is less useful than actually knowing the rule, concept, or calculation.
Applicants entering directly from Apprentice status also need to be ready for practical testing. That means a candidate who studies only flash cards may have an unpleasant meeting with actual pipe, actual tools, and an actual clock.
Good preparation combines repetition, plumbing math, system diagrams, code understanding, Texas regulatory knowledge, and hands-on skill.
Retake rules: the current Pearson handbook provides up to five written attempts under an initial authorization, with increasing waiting periods after failures. The attempts must be completed within the applicable one-year authorization period.
Important: the current 1 Exam Prep 2026 product line uses a 2024 IPC study approach, while the current Pearson handbook still identifies 2018 IPC + IFGC or 2018 UPC for official examination study. Use newer materials to strengthen current-code knowledge, but confirm the official tested code cycle before your exam date.
