A 07D administrator helps the contractor stay inside the appliance-repair scope while following Washington electrical laws, administrative rules, permit and inspection requirements, worker-certification requirements, and the National Electrical Code rules that apply to the work.

The administrator route is different from the 07D electrician route. Washington currently has no work-experience prerequisite to sit for an electrical administrator examination. Administrator candidates can schedule directly with PSI without first receiving Labor & Industries examination approval.

Start with the Washington Appliance Repair Administrator 07D collection from 1ExamPrep. This guide explains the administrator role, the 07D specialty boundary, the 250-volt and 60-amp limits, the current 24-question NEC/Theory section, the 17-question Washington Codes section, the 2020 NEC exam reference, current Washington field-code differences, application timing, fees, renewal, continuing education, contractor assignment, and a practical study plan.

What Does a Washington 07D Administrator Do?

A Washington electrical administrator is a contractor-compliance professional. A specialty administrator may be assigned to a contractor holding the matching specialty classification. For 07D, that means helping an Appliance Repair contractor comply with Washington electrical law and rules.

The administrator needs to understand the technical work well enough to recognize proper appliance service, but the job goes beyond troubleshooting. The administrator also needs to understand contractor licensing, worker certification, the specialty boundary, permits, inspections, enforcement rules, and assignment duties.

Administrator certification does not authorize hands-on electrical work by itself. If the administrator personally performs electrical work, that person must separately hold the appropriate electrician certificate.

No Experience Is Required to Sit for the Administrator Exam

Washington currently does not require an electrical administrator candidate to document electrician work experience before testing. Administrator candidates register directly with PSI.

That means the 720-hour examination path and 2,000-hour full-certification requirement that apply to a 07D electrician are not prerequisites for the 07D Administrator exam.

What Is the 07D Appliance Repair Scope?

Washington defines Appliance Repair as servicing, maintaining, repairing, or replacing household appliances, small commercial or industrial appliances, and other small electrical utilization equipment.

The specialty is narrower than general electrical work and narrower than broad maintenance work. A 07D administrator should know what qualifies as an appliance, what electrical limits apply, and which systems Washington specifically excludes.

Scope questions matter on the exam and after certification. A contractor can understand the electrical code perfectly and still violate Washington licensing law by performing work outside the specialty.

The Main Electrical Limit Is 250 Volts, 60 Amps, Single Phase

Washington requires qualifying 07D appliances and utilization equipment to be self-contained, built to standardized sizes or types, and connected as a single unit to a single electrical power source limited to 250 volts, 60 amperes, single phase.

250 Volts

Maximum Voltage

Qualifying equipment must stay within the 07D voltage limit.

60 Amps

Maximum Current

The appliance or utilization equipment must stay within the current limit.

Single Phase

Phase Limit

The 07D appliance-repair specialty does not extend to three-phase appliance equipment.

Self-Contained

Equipment Type

The equipment must be self-contained and built to standardized sizes or types.

Examples of Equipment That Can Fit 07D

Washington gives practical examples of appliances and utilization equipment that can fit within 07D when all of the electrical and scope limits are satisfied.

  • Ovens
  • Office equipment
  • Vehicle repair equipment
  • Commercial kitchen equipment
  • Self-contained hot tubs and spas
  • Grinders
  • Scales
  • Other qualifying household or small commercial/industrial appliances

Administrators should not treat the example list as unlimited permission. Check the actual voltage, amperage, phase, appliance design, and exclusions before approving a job.

Several Systems Are Explicitly Outside the 07D Appliance Definition

Washington excludes a number of systems and equipment categories from the Appliance Repair specialty. These exclusions keep 07D from becoming a catch-all low-voltage or maintenance license.

  • Alarm systems
  • Energy-management systems and similar systems
  • Luminaires
  • Furnaces
  • Heaters
  • Air conditioners
  • Heat pumps
  • Sewage-disposal equipment
  • Door, gate, and similar equipment
  • Individual components installed together to create a system, such as pumps, switches, and controllers

The administrator should catch these issues during estimating and project review, not after a technician is already halfway through work the contractor is not licensed to perform.

Like-in-Kind Appliance Replacement Is Included

Washington allows in-place like-in-kind replacement of qualifying appliances or equipment when the same unmodified electrical circuit is used to supply the replacement.

The specialty also includes like-in-kind replacement of electrical components within the appliance or equipment. Depending on the appliance, that can involve internal motors, switches, relays, controls, thermostatic devices, internal conductors, and similar parts that are part of the appliance.

The compliance line is simple to describe: repair or replace the appliance without turning the service call into a premises-wiring project.

The Six-Foot Whip Rule

07D allows disconnection and reconnection of low-voltage control and line-voltage supply whips that are no longer than six feet, provided there is no modification to the branch-circuit characteristics.

An administrator should know this limit without needing a search every time. The whip allowance supports appliance connection work. It does not create permission to extend or redesign the branch circuit.

Six feet applies to the qualifying whip, not to a new branch circuit. The existing premises circuit must remain within the specialty's narrow allowance.

07D Has a Narrow Outlet-Conversion Allowance

Washington allows 07D to install an outlet box and outlet at an existing appliance or equipment location when converting the appliance from a permanent electrical connection to a plug-and-cord connection.

Other than installing that outlet box and outlet, there can be no modification to the existing branch circuit supplying the appliance.

That means the allowance does not cover relocating the circuit, changing the conductor size, running a new circuit from a panel, or performing a larger premises-wiring upgrade.

What Work Is Outside 07D?

Washington specifically excludes several types of electrical construction from the Appliance Repair specialty. These exclusions are central to an administrator's compliance role.

  • Installation, repair, or modification of branch-circuit conductors
  • Services
  • Feeders
  • Panelboards
  • Disconnect switches
  • Raceway and conductor systems interconnecting multiple appliances, equipment, or electrical components
  • Classified-location work covered by the listed NEC Articles 500 through 516
  • Plumbing work regulated under Washington plumbing law

A 07D contractor can know how to perform broader electrical work and still be prohibited from doing it under the specialty license. Skill and scope are not the same thing.

Electrical Equipment is the largest named NEC category at about five questions. General Trade Knowledge & Theory contributes about four, while Overcurrent Protection and Grounding & Bonding contribute about three each.

Electrical Equipment Is the Largest Technical Category

NEC 400-427 and 455-480 contribute about five questions on the current 07D Administrator outline. That fits a specialty built around appliances and utilization equipment.

Review:

  • Flexible cords and cables
  • Appliance connections
  • Equipment ratings
  • Equipment nameplates
  • Internal components
  • Disconnecting concepts
  • Like-in-kind replacement principles
  • Safe appliance reconnection

Administrators do not need to personally repair every appliance, but they need enough technical knowledge to recognize when the contractor's practices are code-compliant and inside scope.

General Trade Knowledge and Theory Are About Four Questions

The current outline assigns about four questions to General Trade Knowledge & Theory. Open book does not remove the need to understand basic electricity.

  • Voltage
  • Current
  • Resistance
  • Power
  • Ohm's law
  • Basic AC concepts
  • Series and parallel relationships
  • Appliance motors and controls
  • Equipment ratings
  • Basic troubleshooting logic

The NEC is great at rules. It is less interested in doing your arithmetic for you.

Overcurrent Protection Is About Three Questions

NEC 240 contributes about three questions to the 07D Administrator technical section. Review conductor protection, equipment protection, overcurrent-device ratings, and appliance branch-circuit concepts.

Keep the compliance boundary clear. The administrator may need to understand the protective device that supplies the appliance even though the 07D contractor is not authorized to perform general branch-circuit modifications.

Grounding and Bonding Are About Three Questions

NEC 250 also contributes about three questions. Study equipment-grounding conductors, bonding of metal appliance cabinets, fault-current paths, grounding connections, and safe equipment reconnection.

Proper bonding is not just a code-book exercise. A fault on a metal appliance cabinet needs a reliable path that helps the protective device clear the fault instead of turning the cabinet into a surprise.

Wiring Methods Are About Two Questions

NEC 300-398 contributes about two questions. Even though 07D is not a general wiring license, an administrator still needs enough wiring-method knowledge to review appliance connections and recognize when work has crossed into premises wiring.

  • Boxes and fittings
  • Flexible connections
  • Conductor protection
  • Wet and damp locations
  • Protection from physical damage
  • Basic raceway rules

Motors, Transformers, and Controls Are About Two Questions

NEC 430-450 contributes about two questions. Many appliances use motors, relays, contactors, overload devices, or control transformers.

Review motor ratings, overload protection, equipment nameplates, control transformers, relay/contact logic, and basic motor-circuit principles.

Special Conditions Add About Two Questions

The current 07D Administrator outline assigns about two questions to NEC 705-780 Special Conditions.

The exact question may not look like a typical appliance-service question. The exam may test how equipment work interacts with a special condition or an installation rule outside the appliance itself.

Use the PSI outline as a reminder not to study only the chapters you see every day in the field.

The Washington Codes Section Has 17 Questions

The Washington Codes section contains 17 questions and gives candidates one hour. For an administrator, this is a major part of the credential because the job is about legal and contractor compliance.

Study:

  • Chapter 19.28 RCW
  • Chapter 296-46B WAC
  • WAC 296-46B-920 specialty scope
  • Administrator certification
  • Administrator assignment
  • Electrical contractor licensing
  • Electrician and trainee certification
  • Permits and inspections
  • Examination procedures
  • Enforcement and penalties
  • Renewal and continuing education

Practice identifying whether a question belongs in the NEC, RCW, or WAC before you start flipping pages.

The Current Exam Is Open Book

PSI currently identifies Washington electrical examinations as open book. The current bulletin is built around the 2020 National Electrical Code, current Chapter 19.28 RCW, and current Chapter 296-46B WAC.

Original copyrighted references are allowed under the testing rules. Printed copies of Washington laws and rules may be used when prepared in the accepted binder format. Permanent tabs, highlighting, and underlining are permitted before the exam.

Removable tabs, sticky notes, handwritten notes, and writing in references during the exam are not allowed. A silent nonprinting nonprogrammable calculator is permitted.

Current Exam NEC vs. Current Field NEC

Washington is currently using the 2023 NEC for field installations and inspections, and the state has announced that the 2026 NEC is scheduled to replace the current 2023 edition on December 31, 2026.

The current PSI exam bulletin, however, is still based on the 2020 NEC for Washington electrical exams. That creates an important study distinction.

  • For exam day: follow the current PSI/L&I exam reference instructions.
  • For actual field compliance: follow the code edition currently adopted by Washington for installations.
Check the official exam bulletin again before your test date. Washington's field code is changing again at the end of 2026, and exam references can change on a different schedule.

The Three Core Administrator References

A practical 07D Administrator study set begins with three references:

  • 2020 National Electrical Code for the current exam
  • RCW Chapter 19.28
  • WAC Chapter 296-46B

The Washington General Administrator Book Package contains those same three core Washington administrator references. It is broader than the 07D exam, so use the current Appliance Repair outline and scope rules to focus your study.

Open-Book Strategy for a Three-Hour Exam

The 07D Administrator exam gives two hours for 24 NEC/Theory questions and one hour for 17 Washington Codes questions. That gives you time to use references, but not enough time to research every question from zero.

  1. Memorize 07D scope basics. Know 250 volts, 60 amperes, single phase, six-foot whips, and the outlet-conversion rule.
  2. Learn the major exclusions. Know which systems and premises-wiring tasks are outside 07D.
  3. Tab NEC 240, 250, 300-series wiring methods, and the equipment sections.
  4. Practice theory without depending on a code-book search.
  5. Know WAC 296-46B-920 well.
  6. Practice contractor and administrator assignment questions.
  7. Take 24-question NEC/Theory practice sections in two hours.
  8. Take 17-question Washington Codes practice sections in one hour.

Administrator Candidates Schedule Directly With PSI

Unlike electrician candidates, administrator candidates currently do not need Labor & Industries exam approval before registering with PSI.

The current PSI bulletin requires administrators to pass all required exam sections within one year. If a candidate fails, the bulletin requires a 14-day wait before retesting. After a third failed attempt, later attempts require a three-month wait from the last failure date.

The required sections are scheduled for the same examination day.

Apply for the Certificate Within 90 Days

Passing the exam is not the final step. After all required sections are passed, Washington requires the passing score reports and required certification fee to be submitted to Labor & Industries.

L&I must receive the materials within 90 days of the last passing score date. Missing the deadline can force the applicant to retake the required administrator examination.

Initial specialty-administrator certification is generally valid from about 25 to 36 months, depending on the approval date and the holder's birthdate.

Current Exam and Administrator Certificate Fees

PSI currently lists $65 for a three-hour examination. The 07D Administrator exam totals three section-hours.

Washington's current fee schedule lists the original electrical administrator certificate, except telecommunications, at $160.00.

Assignment or unassignment of an administrator/master designation currently costs $53.00.

Fees can change, so check the live PSI scheduling amount and current WAC fee schedule before paying.

How Contractor Assignment Works

A certified specialty administrator can be assigned to an electrical contractor holding the matching specialty. In this case, the administrator and contractor need to match the 07D Appliance Repair classification.

An assigned administrator is expected to perform real compliance duties for the contractor. Washington's assignment framework is not designed for someone to lend a certificate number and disappear.

The administrator should be involved enough to help ensure that projects stay inside the contractor's scope, workers hold required credentials, permits and inspections are handled properly, and electrical work follows the applicable laws and rules.

Renewal and Continuing Education

Washington electrical administrator certificates renew every three years and expire on the certificate holder's birthdate.

Current renewal requires 24 hours of approved continuing education:

  • At least 8 hours of code update
  • At least 4 hours of RCW/WAC review
  • 12 additional hours of approved continuing education

The current administrator renewal fee is $175.70 online or $202.20 by mail, fax, or in person.

If the certificate is more than 90 days past expiration, Washington requires reexamination before reinstatement.

A Practical 07D Administrator Study Plan

  1. Start with WAC 296-46B-920. Learn the exact Appliance Repair scope and exclusions.
  2. Memorize 250 volts, 60 amperes, single phase.
  3. Memorize the six-foot whip limit and the narrow outlet-conversion allowance.
  4. Study NEC Electrical Equipment topics. It is the largest technical category at about five questions.
  5. Practice General Trade Knowledge & Theory.
  6. Review NEC 240 Overcurrent Protection.
  7. Review NEC 250 Grounding and Bonding.
  8. Review Wiring Methods and motor/control topics.
  9. Study RCW 19.28 and WAC 296-46B as a separate exam subject.
  10. Practice full 24-question and 17-question timed sections.

Study Like a Contractor Compliance Professional

A useful study habit is to review every appliance job from two angles. First, look at the equipment technically. What is the voltage? What is the current? Is it single phase? Is it self-contained? How is it connected? Which internal components are being repaired or replaced?

Then look at the license boundary. Is the technician modifying a branch circuit? Is the project becoming HVAC work, alarm work, door/gate work, premises wiring, or plumbing? Does the outlet-conversion exception really apply? Is the whip within six feet?

Review the Washington Appliance Repair Administrator 07D collection for specialty-focused preparation.

Conclusion

The Washington Appliance Repair Administrator 07D credential is a specialty compliance certificate for contractors that service, maintain, repair, and replace qualifying appliances and small electrical utilization equipment. It is not an electrician certificate, and it does not authorize hands-on electrical work by itself.

The administrator route is direct. Washington currently does not require electrician work experience before taking an administrator examination, and candidates can register directly with PSI without Labor & Industries exam preapproval.

The job still requires serious technical and legal knowledge. A 07D administrator should understand appliance connections, grounding, bonding, overcurrent protection, wiring methods, equipment ratings, motors and controls, electrical theory, Washington licensing law, contractor rules, permits, inspections, and the specialty boundary.

The specialty boundary begins with the appliance definition. Qualifying equipment must be self-contained, built to standardized sizes or types, and connected as one unit to one power source limited to 250 volts, 60 amperes, single phase.

Washington gives examples such as ovens, office equipment, vehicle repair equipment, commercial kitchen equipment, self-contained hot tubs and spas, grinders, and scales. Those examples are helpful, but the actual electrical limits and exclusions still control.

Several systems are expressly excluded from ordinary 07D work. Alarms, energy-management systems, luminaires, furnaces, heaters, air conditioners, heat pumps, sewage equipment, door and gate systems, and separate components assembled into a system fall outside the standard Appliance Repair definition.

The specialty allows in-place like-in-kind replacement of qualifying appliances when the same unmodified electrical circuit is used. It also allows like-in-kind replacement of electrical components inside the appliance.

The six-foot whip rule gives 07D a limited appliance-connection allowance. Qualifying low-voltage control and line-voltage supply whips up to six feet can be disconnected and reconnected if the branch-circuit characteristics are not changed.

Washington also gives 07D a narrow outlet-conversion allowance. At an existing appliance location, the contractor may install an outlet box and outlet when converting a permanently connected appliance to plug-and-cord. The remainder of the existing branch circuit cannot be modified.

The exclusions remain firm. 07D does not authorize general installation, repair, or modification of branch-circuit conductors, services, feeders, panelboards, disconnect switches, or raceway/conductor systems interconnecting multiple appliances or components. Classified-location work identified by Washington and regulated plumbing work are outside the specialty too.

The current 07D Administrator exam has two sections. NEC and Theory contains about 24 scored questions and allows two hours. Washington Codes contains 17 scored questions and allows one hour. The current published total is 41 scored questions across three section-hours.

Electrical Equipment is the largest named technical category at about five questions. General Trade Knowledge & Theory contributes about four. Overcurrent Protection and Grounding & Bonding contribute about three each. General Requirements, Wiring Methods, Motors/HVAC/Generators/Transformers, and Special Conditions each contribute about two.

The 17-question Washington Codes section is especially important because administrator work is compliance work. Study specialty scope, contractor licensing, administrator assignment, worker certification, permits, inspections, examination rules, enforcement, renewal, and continuing education.

The current PSI bulletin identifies the Washington electrical examinations as open book and is based on the 2020 National Electrical Code, current RCW 19.28, and current WAC 296-46B. Permanent tabs, highlighting, and underlining are allowed under the exam rules, while removable notes and writing in references during the test are not.

Current field work uses a different code edition. Washington is presently on the 2023 NEC for installations and inspections, with the 2026 NEC scheduled to replace the current 2023 edition on December 31, 2026. That means exam preparation and field compliance need to be treated as two separate code-edition questions.

Administrator candidates currently schedule directly with PSI and must pass all required sections within one year. After passing, L&I must receive the required score reports and fee within 90 days of the last passing score date.

PSI currently lists $65 for a three-hour examination. Washington's current fee schedule lists $160 for the original electrical administrator certificate and $53 for assignment or unassignment of an administrator/master designation.

Electrical administrator certificates renew every three years on the holder's birthdate. Current renewal requires 24 hours of approved continuing education, including at least 8 hours of code update and 4 hours of RCW/WAC review. Current administrator renewal is $175.70 online or $202.20 by mail, fax, or in person.

Strong 07D Administrator preparation combines appliance-level technical knowledge with contractor-level judgment. Learn what the appliance is, learn the code that governs it, and learn the point where appliance service becomes premises wiring or another specialty. At the administrator level, knowing that boundary is one of the main jobs.

Key Takeaways

  • Washington 07D Administrator candidates currently have no electrician work-experience prerequisite and may schedule directly with PSI.
  • The current exam has about 24 NEC/Theory questions in 2 hours plus 17 Washington Codes questions in 1 hour, for 41 published scored questions.
  • The exam is open book and the current PSI bulletin uses the 2020 NEC, current RCW 19.28, and current WAC 296-46B.
  • 07D is limited to qualifying self-contained appliances and small utilization equipment up to 250 volts, 60 amperes, single phase, with strict exclusions for general premises wiring and other specialty systems.
  • The original administrator certificate currently costs $160 and renews every 3 years with 24 hours of continuing education.

Plain-Language Summary

Washington's Appliance Repair Administrator 07D certificate is for people who help a specialty electrical contractor stay compliant while doing appliance-repair work.

The administrator needs to understand the contractor's license scope, Washington electrical law, Washington administrative rules, permits, inspections, worker certification, and the electrical code rules that affect appliance service.
