The exam is large. NEC & Theory has about 65 questions and gives you four hours. Washington Codes has about 17 questions and gives you one hour. Major Load Calculations has 10 questions and gives you two hours. You need at least 70 percent on each section.

Wiring Methods is the biggest technical topic. Grounding and Bonding and Overcurrent Protection are also heavily tested. You should study services, feeders, branch circuits, motors, transformers, generators, hazardous locations, special occupancies, emergency systems, special equipment, communication systems, and general electrical theory.

Major Load Calculations has its own section, so practice complete calculation problems. Study dwelling and commercial loads, demand factors, motors, HVAC, transformers, continuous loads, services, and feeders.

Washington Codes comes from RCW Chapter 19.28 and WAC Chapter 296-46B. These references explain electrical contractor licensing, Administrator certification, contractor assignment, electrician certification, permits, inspections, plan review, exam rules, enforcement, continuing education, and Washington-specific electrical requirements.

The exam is open book. The current PSI bulletin still identifies the 2020 National Electrical Code for the examination. However, Washington's current field installation code is the 2023 NEC, and the 2026 NEC is scheduled to take effect on December 31, 2026. That means the exam NEC and the current field NEC are not the same right now.

Administrator candidates have one year from the first exam attempt to pass all required sections. If you fail a section, you generally keep the sections you passed during that same one-year period. Current rules require at least a 14-day wait after an unsuccessful attempt, with longer waiting rules after repeated failures.

Once you pass every section, send the required PSI score reports and certification fee to Washington L&I. The department must receive the required materials within 90 days of your last passing score.

The Administrator certificate does not let you personally perform electrical installation work unless you also hold the appropriate electrician certification. The Administrator's main job is contractor compliance.

The certificate renews every three years and expires on your birthday. Current renewal requirements include 24 hours of approved continuing education, including code update and RCW/WAC review.
