Washington's 01 General Journey Level Electrician certificate is the state's broad journey-level electrical credential. How to Apply for the Washington 01 Exam

  2. Make sure your L&I record reflects qualifying education and experience.

Washington requires at least 70 percent on each exam section. If you fail a section, you can retest only the section you failed during the active exam period.

The current L&I exam page states that candidates must wait two weeks after failing a section before retesting. After three failures of a section, the waiting period increases to three months.

  • At least 4,000 hours must be new industrial or commercial electrical installations, and no more than 4,000 hours can come from qualifying 4,000-hour specialties.
  • The current 01 exam is approximately 60 NEC & Theory questions in 3 hours plus 17 Washington Codes questions in 1 hour.

Plain-Language Summary

Washington's General Journey Level Electrician certificate is called the 01 certificate. It is the broad electrician credential in Washington. A certified 01 electrician can perform all types of electrical and telecommunications installations allowed by state law instead of being limited to one specialty.

The qualification path changed. Washington used to have a temporary option that allowed certain experienced trainees to finish qualifying without joining a registered apprenticeship. That temporary option ended July 1, 2026. For a new in-state candidate now, the normal route is an approved 8,000-hour electrical construction apprenticeship.

At least 4,000 of those hours must be new industrial or commercial electrical installations. Washington can allow up to 4,000 hours from qualifying 4,000-hour specialties to count toward the total. Experience from shorter 2,000-hour specialties does not count toward the 01 requirement.

After you complete the qualifying pathway, you apply to Washington Labor & Industries. L&I reviews your eligibility. Once approved, you schedule the correct 01 General Journey Level Electrician exam through PSI.

The current exam has two parts. NEC & Theory has about 60 questions and gives you three hours. Washington Codes has about 17 questions and gives you one hour. You need at least 70 percent on both sections.

Wiring Methods is the biggest technical category. Grounding and Bonding and Overcurrent Protection are also major areas. You should study services, feeders, conductors, motors, transformers, generators, hazardous locations, special occupancies, special equipment, emergency systems, communications, and general electrical theory.

The Washington Codes section comes mainly from RCW Chapter 19.28 and WAC Chapter 296-46B. These references cover electrician certification, apprenticeship and trainee rules, contractors, permits, inspections, supervision, examination rules, enforcement, continuing education, and Washington-specific electrical requirements.

The exam is open book. Washington's current PSI bulletin still identifies the 2020 National Electrical Code. Permanent tabs, highlighting, and underlining may be allowed in qualifying references. Sticky notes, removable tabs, and handwritten notes are not allowed.

If you fail one section, you can normally retest that section during your active one-year exam period. Washington currently requires a two-week wait after a failed section and a three-month wait after three failures. If the one-year period ends before you pass everything, you can be required to retake the full exam.

Once certified, your 01 certificate renews every three years and expires on your birthday. Current renewal rules require 24 hours of approved continuing education, including 8 hours of code update and 4 hours of RCW/WAC review.
