The Washington 03 Pump & Irrigation Master Electrician certificate is for experienced electricians who already work in the Pump & Irrigation specialty. The specialty covers electrical work connected with water systems, pumps, irrigation equipment, pump houses, controls, feeders, services, filtration equipment, treatment equipment, and related systems.

You cannot start with the Master exam. First, you need the Washington 03 specialty electrician certificate. That specialty currently requires 4,000 hours of qualifying work experience. After you become a certified 03 electrician, Washington requires you to hold that specialty certification for at least two years before qualifying for the Master Electrician exam.

The current Master exam has two parts. The first is NEC & Theory. It has about 50 questions and gives you three hours. The second part is Washington Codes. It has about 20 questions and gives you one hour. You need at least 70 percent on each section.

The technical exam covers many NEC subjects. Wiring Methods is one of the biggest categories. Motors, controls, generators, transformers, grounding and bonding, services, overcurrent protection, electrical equipment, special conditions, and general electrical theory are also important. Because the specialty deals heavily with pumps and motor-driven equipment, Article 430 should receive serious study time.

Washington Codes is based mainly on RCW Chapter 19.28 and WAC Chapter 296-46B. You should know how to find rules about specialty scope, certification, permits, inspections, contractor responsibilities, assignment, examinations, and renewal.

The exam is open book. The current PSI bulletin still identifies the 2020 National Electrical Code. You may use qualifying original references, permanent tabs, highlighting, underlining, printed Washington laws and rules prepared according to the testing requirements, and a compliant calculator. Sticky notes and handwritten reference notes are not allowed under the current rules.

If you pass one exam section and fail the other, you generally do not have to repeat the passed section during the same one-year examination period. You still have to finish all required sections before that period expires.

After becoming a Master Electrician, you can work with the tools of the trade within the 03 specialty and can be assigned to an appropriate electrical contractor. When assigned, you take on responsibility for helping the contractor comply with Washington electrical laws and rules.

The Master certificate renews every three years and expires on your birthday. Current renewal rules require 24 hours of approved continuing education, including at least 8 hours of code update and 4 hours of RCW/WAC review.
