Washington's Residential Maintenance Administrator 07B is the specialty administrator credential tied to contractors that perform Residential Maintenance work. Practical residential maintenance may involve switches, receptacles, luminaires, controls, appliances, smoke or carbon monoxide alarms, thermostats, relays, contactors, heating components, and motors, provided the actual task fits Washington's scope and permit rules.

Replacing an existing component can fit maintenance. Adding a new branch circuit across the building is a different job.

Permit-Exempt Work Is Important to the 07B Scope

The Six-Foot Whip Rule

07B may disconnect and reconnect low-voltage control and line-voltage supply whips that are not over six feet long, provided there is no modification to the characteristics of the branch circuit or whip.

Depending on the exact conditions, examples include like-in-kind replacement of lamps, fuses, controls, one household appliance, qualifying branch-circuit breakers, single-family luminaires, line-voltage smoke or carbon monoxide alarms, limited quantities of switches, dimmers, receptacles, thermostats, heating elements, replacement ballast or LED-driver components, and certain motors.

Permit-exempt does not mean license-exempt. The contractor still needs the right specialty, the work must stay inside its scope, and the people performing electrical work must hold the appropriate certification.

The six-foot whip rule is another important 07B boundary. Qualifying low-voltage control and line-voltage supply whips may be disconnected and reconnected when they are no more than six feet long and the characteristics of the branch circuit or whip are not modified.

Washington also states that the 07B equipment definition does not include external electrical conductors, raceway, or conduit systems outside the equipment or whip. This helps separate equipment maintenance from new premises wiring.

Regulated plumbing is outside 07B. That matters on appliance and equipment service calls where electrical and plumbing components share the same space.
