Important 2026 Oregon plumbing update: the 2026 Oregon Plumbing Specialty Code became effective October 1, 2026 and is based on the 2024 UPC. For your actual Journeyman Plumber exam, do not guess which books are allowed. Oregon BCD sends approved candidates a Letter of Authorization containing the approved testing-material list.
Oregon Journeyman Plumber exam prep is technical preparation for the statewide JP license issued through the Oregon Building Codes Division. The license allows an individual to perform plumbing installations, alterations, and remodels within the license scope.
The examination is only one part of the process. Before testing, candidates must qualify through an approved apprenticeship or one of Oregon's accepted education and experience pathways. The Building Codes Division reviews the application first and then issues a Letter of Authorization when the candidate is approved to test.
The word "contractor" needs a little explaining in Oregon. The Journeyman Plumber license belongs to the individual plumber. A business that wants to advertise, provide labor or materials, install, change, or repair plumbing needs the appropriate Oregon Plumbing Business registration. Contractors performing plumbing work also need the appropriate Oregon Construction Contractors Board license.
Individual credential: Oregon Journeyman Plumber (JP).
Exam: 64 questions.
Time: 4 hours.
Passing score: 75%, which equals 48 correct answers out of 64.
Format: open book.
Business side: Plumbing Business registration plus the applicable CCB contractor license.
The Oregon Journeyman Plumber Exam Prep Collection includes 2026 Oregon study options built around the 2024 Uniform Plumbing Code, which is the base code for Oregon's newly effective 2026 OPSC.
Separate the individual plumbing license from the licenses needed to operate a plumbing contracting business.

Oregon's plumbing licensing rules describe broad subject areas that a Journeyman Plumber examination must cover. These include understanding engineering and architectural drawings, preparing material information, plumbing calculations, tools and materials, plumbing-code requirements, administrative rules, hydraulics, jobsite safety, and accessibility provisions related to plumbing work.
For practical study, candidates should also be comfortable with the major plumbing systems found throughout the Uniform Plumbing Code: fixtures, water heaters, water-supply systems, sanitary drainage, venting, traps, interceptors and separators, indirect waste, storm drainage, piping materials, installation methods, and system sizing.
Because the exam is open book, code navigation matters almost as much as code knowledge. The goal is to recognize what the question is asking and move to the correct chapter, table, definition, or Oregon rule without turning every lookup into a plumbing version of hide-and-seek.
Start with the current Oregon code cycle, then match your exam-day materials to your Letter of Authorization. Oregon's current 2026 OPSC is based on the 2024 UPC, and 1 Exam Prep offers Oregon-specific 2026 preparation based on that 2024 UPC foundation.
Code preparation: practice fixtures, water supply, drainage, venting, traps, indirect waste, interceptors, storm drainage, materials, supports, and installation requirements.
Plumbing math: practice slopes, offsets, areas, volumes, fixture units, sizing, pressure, developed length, and material calculations.
Oregon preparation: review Oregon amendments, plumbing administrative rules, application requirements, hydraulics, safety, and accessibility topics.
Open-book speed: practice with the books you expect to use. A code book you have never opened before test day is basically a very expensive paperweight.
Oregon's examination rules specifically call for plumbing calculations and an understanding of drawings and layouts. Build a repeatable process: identify the system, list the known values, choose the correct formula or code table, perform the calculation, then check whether the answer makes sense for the installation.

Move from qualifying plumbing experience through the JP exam, then add separate business licenses if you plan to operate a plumbing contracting company.
Determine whether you qualify through a registered four-year apprenticeship, an approved training referral, or one of Oregon's education and experience equivalency routes.
Collect apprenticeship documents, classroom transcripts, employer experience verification, and other required application records.
Send a complete application packet to the Oregon Building Codes Division. Incomplete applications can delay approval.
After BCD approves your application, the division sends a Letter of Authorization with scheduling information and the approved testing-material list.
Study the 2026 OPSC and 2024 UPC concepts, Oregon rules, plumbing math, plans, safety, and the exact exam references authorized for your test.
Complete the 64-question open-book examination within four hours and earn at least 75 percent.
Complete applicable continuing education and renew your Oregon Journeyman Plumber license on time.
If you plan to operate a plumbing contracting business, obtain the appropriate BCD Plumbing Business registration and CCB contractor license. These business credentials are separate from your individual JP license.
Oregon's public licensing pages reviewed for this guide do not publish an official question-by-question JP exam blueprint. These bars are study priorities based on the subjects Oregon rules require the examination to cover, not official exam percentages.
Important: these are preparation priorities, not an official Oregon question-count breakdown. Your study plan should still cover the full Oregon examination scope.
Oregon tells approved candidates which materials may be used on their examination. Treat the Letter of Authorization as the final word for your test date.
| Reference / Resource | Primary Study Use | Important Note |
|---|---|---|
| 2026 Oregon Plumbing Specialty Code | Current Oregon plumbing requirements, installations, materials, fixtures, drainage, venting, water supply, and state amendments | Effective October 1, 2026 and based on the 2024 UPC |
| BCD Letter of Authorization | Exam scheduling and approved testing materials | Use the exact approved-material list that BCD sends for your examination |
| Oregon Plumbing Licensing Rules | Experience categories, qualification requirements, exam scope, licensing rules, and administrative requirements | Review current OAR 918-695 provisions applicable to Journeyman Plumbers |
| Accessibility Requirements | Basic accessible plumbing fixture and installation concepts | Oregon exam rules include basic disabled-access knowledge related to plumbing |
| 1 Exam Prep 2024 UPC Study Material | Plumbing-code review, practice questions, drainage, venting, water supply, fixtures, calculations, and exam preparation | Study support is not automatically an approved exam-room reference unless BCD lists it |
Exam-reference rule: Oregon's BCD Letter of Authorization includes the list of approved testing materials. That list controls what you may use for your scheduled exam, even during a code-transition year.
The Oregon Journeyman Plumber license and an Oregon plumbing contracting business are not the same credential.
The JP license belongs to the individual. It proves that the plumber has met Oregon's experience, education, and examination requirements for journey-level plumbing work.
The Plumbing Business registration belongs to the business. Oregon states that a PB registration allows a company to advertise, furnish labor and materials or labor only, and install, change, and repair plumbing. A Plumbing Business registration does not by itself authorize a person to perform journey-level plumbing work without the appropriate individual license.
Oregon also requires contractors performing plumbing work to have the appropriate Construction Contractors Board license in addition to the applicable BCD plumbing business credential.
So if your goal is simply to become a licensed Journeyman Plumber, focus first on the JP requirements and exam. If your goal is to own or operate the contracting company, there is another layer of paperwork waiting for you. Plumbing may involve pipes, but Oregon licensing has a few branches of its own.
Use the correct credential for the work or business activity you plan to perform.
| Credential | Main Purpose | Important Difference |
|---|---|---|
| Journeyman Plumber (JP) | Perform plumbing installations, alterations, and remodels | Individual statewide trade license issued through Oregon BCD |
| Plumbing Business (PB) | Allow the business to advertise and furnish plumbing labor and materials | Business registration does not replace the individual Journeyman Plumber license |
| CCB Contractor License | Operate a construction contracting business under the selected Oregon endorsement | Required in addition to the appropriate BCD plumbing business license for plumbing contractors |
| CCB Responsible Managing Individual | Manage or supervise the construction activities of the licensed contracting business | Standard CCB licensing path includes business-law training and Oregon contractor examination requirements |
| Reciprocal Journeyman Plumber | Qualifying path for certain out-of-state plumbers | Oregon currently identifies plumbing reciprocity arrangements with Idaho and Montana, subject to current qualification rules |
Additional Oregon experience route: Oregon also provides a qualification path involving 7,700 hours of lawful commercial and 7,700 hours of lawful residential on-the-job experience under the applicable similar-scope licensing and experience requirements.
Build plumbing-code knowledge, calculation accuracy, and open-book speed before your 64-question Oregon exam.
The Oregon Journeyman Plumber exam is challenging because it combines plumbing-code knowledge, practical field experience, calculations, drawings, Oregon rules, safety, hydraulics, and open-book reference skills.
You receive four hours for 64 questions. That gives you an average of about 3.75 minutes per question. You need at least 75 percent to pass, which means 48 correct answers out of 64.
Four minutes can sound generous until a venting question sends you through three sections, two tables, and an exception you forgot existed. That is why practice should include both knowledge and lookup speed.
The timing of the 2026 OPSC adoption makes reference verification especially important. Oregon's new code became effective October 1, 2026, but your Letter of Authorization provides the actual approved materials for the examination you are scheduled to take.
Exam-room reminder: study resources are not automatically approved exam references. Take only the materials specifically authorized by Oregon BCD for your scheduled examination.
