Important Washington licensing fact: the Master Electrician certificate is an individual electrical certification. It is not automatically an electrical contractor business license. However, a Master Electrician may be assigned as the designated master electrician for an electrical contractor, accepting responsibility to help ensure that the contractor complies with Washington electrical laws and rules.
Washington offers two levels of Master Electrician certification: general journey level master electrician and specialty master electrician. This page focuses on the 01-General Master Electrician path and examination.
To qualify for the general journey level Master Electrician examination, L&I currently requires the applicant to have been certified as a general journey level electrician in Washington for at least four years. A specialty Master Electrician applicant must generally have held the applicable Washington specialty electrician certificate for at least two years.
When you pass the Master Electrician examination, the Master certificate replaces your existing electrician certificate for the same certification. Washington does not allow you to carry both an electrician and Master Electrician certificate for that same certification at the same time.

October 2026 code-cycle warning: Washington currently enforces the 2023 NEC for electrical installations, but PSI's current exam bulletin still says exam code questions are based on the 2020 NEC. The 2026 NEC is scheduled to become Washington's installation code on December 31, 2026, and L&I has said examinations will be updated later. Always check the newest PSI bulletin before ordering final exam-room references.
Washington's general Master Electrician exam is not one giant block. It is divided into NEC & Theory, WA Codes, and Major Load Calculations. Each section has its own time limit and must be passed.
The NEC & Theory section contains approximately 80 questions and allows 4 hours. The largest published NEC category is Wiring Methods with approximately 11 questions.
Overcurrent Protection and Grounding & Bonding contain approximately 7 questions each. Services, Motors/HVAC/Generators/Transformers, and Special Occupancies contain about 5 questions each. General Trade Knowledge & Theory adds approximately 12 questions inside the NEC & Theory section.
The WA Codes section contains approximately 20 questions and allows 1 hour. This section is based on Washington electrical laws and rules, especially RCW 19.28 and WAC 296-46B.
The Major Load Calculations section contains approximately 10 questions and allows 2 hours. That time allowance tells you something important: these are not intended to be two-minute arithmetic warmups. Practice full, organized, multi-step calculations.
Study the three sections as three related but different exams. The same electrician may be great at NEC navigation, slower with Washington law, and rusty on long load calculations. Your study plan should expose those differences before PSI does.
NEC & Theory: practice article navigation, definitions, services, overcurrent protection, grounding, wiring methods, motors, equipment, special occupancies, communications, and electrical theory.
WA Codes: study RCW 19.28 and WAC 296-46B as their own subject. Know certification, contractor responsibilities, permits, inspection, supervision, work scopes, rules, and state-specific electrical requirements.
Major Load Calculations: practice service and feeder loads, dwelling and non-dwelling calculations, demand factors, motors, equipment, neutral loads, continuous loads, and multi-step code-table work.
Open-book speed: learn where the answer should live before you start flipping pages. Open book helps only when your books are organized and familiar.
Current-code awareness: separate exam preparation from field-code updates. As of October 2026, Washington installations use the 2023 NEC, while the current PSI bulletin still bases exam questions on the 2020 NEC.
For the current exam-basis package, review the Washington 2020 Master Electrician Exam Prep Package .
The Washington Master exam rewards candidates who can switch mental gears. One section asks you to navigate the NEC and apply theory. Another asks for Washington law and rule knowledge. Another gives you enough time to discover exactly how expensive one missing demand factor can be.

Current-code versus exam-code reminder: the 2023 Washington Master Electrician Study Guide + NEC Combo can support current Washington installation-code study, while the present PSI bulletin still identifies the 2020 NEC as its exam basis. The 2026 Washington Master Electrician Ultimate Combo can support future-code study, but Washington's 2026 NEC state effective date is scheduled for December 31, 2026, and L&I says examinations will be updated later.
Current PSI reference rules: Washington examinations are open book. Original copyrighted material is allowed. Copies of RCW/WAC downloaded from the internet may be used when prepared as required by the bulletin. Copyrighted material may be highlighted, underlined, and permanently tabbed before entering the exam area. Removable notes are not allowed, and references may not be written in.
A Washington Master Electrician is an individual who has met the state's experience requirement and passed the required Master examination for the applicable certification. The certificate authorizes electrical work within the certification's scope throughout Washington, subject to the state's electrical laws and rules.
A general journey level Master Electrician is tied to the broad 01-General scope. Washington also offers specialty Master Electrician certificates for narrower specialty scopes.
A Master Electrician can also have an important contractor role. When a Master Electrician is assigned as the designated master electrician for an electrical contractor, the Master accepts responsibility to ensure that the contractor complies with applicable Washington electrical laws and rules.
Business-license distinction: the Master Electrician certificate is not itself an electrical contractor business license. The electrical contractor must separately meet Washington contractor licensing, bonding, insurance, assignment, and other business requirements.
Washington separates electrician certificates, Master Electrician certificates, electrical administrator certificates, and electrical contractor business licensing.
| Credential | Main Purpose | Typical Qualification | Important Difference |
|---|---|---|---|
| Electrical Trainee | Build supervised electrical experience and classroom education | Training certificate, supervised work, and required education | Training status rather than independent electrician certification |
| 01-General Journey Level Electrician | Perform general electrical work within Washington certification rules | Meet current Washington journey-level experience, education, apprenticeship, and examination requirements | Four years at this certification level supports 01-General Master exam eligibility |
| 01-General Master Electrician | Highest general electrician certificate level and possible designated master role for a contractor | At least 4 years as a Washington general journey level electrician plus Master examination | May work with tools and may be assigned to satisfy contractor administrative responsibility |
| Electrical Administrator | Administrative responsibility for electrical contractor compliance | Pass the applicable administrator examination | Administrator does not receive electrician work privileges simply from the administrator certificate |
| Electrical Contractor | Operate the business that contracts for regulated electrical work | Separate contractor license, bonding, insurance, designated administrator or master, and business requirements | Business license rather than an individual competency certificate |
Important timing rule: a candidate who passes one Master examination section does not have to retake that passed section during the applicable one-year exam period. The remaining required sections still need to be passed before that period expires.
Build NEC navigation, Washington law knowledge, electrical theory, calculation accuracy, and multi-section testing stamina.
The Washington 01-General Master Electrician exam is challenging because it is really three different performance tests. You have to navigate the NEC, understand electrical theory, know Washington law and rules, and complete major calculations accurately.
The NEC & Theory section gives four hours for about 80 questions, or roughly three minutes per scored question. The WA Codes section gives one hour for 20 questions, also about three minutes per question.
The Major Load Calculations section is different. Ten questions receive two hours, or an average of twelve minutes each. That extra time is not a gift basket. It is a clue that Washington expects organized, multi-step calculation work.
The sectional passing rule also matters. A strong score in NEC & Theory does not erase a weak WA Codes score. You must reach the passing standard in each required section.
Strong candidates study by section, practice with the exact references, and treat Washington-specific law as a full exam subject rather than the appendix they promise themselves they will read "later."
Current exam-reference reminder: PSI's bulletin still identifies the 2020 NEC for exam code questions. Washington's field installation code is currently the 2023 NEC, and the 2026 NEC is scheduled to replace it on December 31, 2026. Check PSI before test day for any exam-code update.
