Important Virginia licensing fact: the contractor business holds the Class A, Class B, or Class C license with the PLB Plumbing classification. The PLB Qualified Individual must hold a valid Virginia Master Plumber tradesman license. The Master Plumber credential and the contractor business license are related, but they are not the same license.
Virginia defines Plumbing Contractors, abbreviated PLB, as contractors whose work includes installation, maintenance, extension, alteration, or removal of piping, fixtures, appliances, and plumbing appurtenances within the scope allowed by Virginia contractor regulations.
The classification includes work connected with backflow prevention devices, boilers, hot-water baseboard heating, water heaters, hydronic systems, process piping, public and private water supply, sanitary and storm drainage, steam heating, storage tanks incidental to related systems, and plumbing venting.
PLB also covers liquid waste systems, sewerage systems, storm-water systems, and water-supply systems. Gas piping is not automatically included within the PLB classification.

Do not confuse the exams: the Master Plumber exam qualifies the individual tradesman. The Class A/B business exam qualifies the contractor business's Designated Employee. PLB itself uses the Master Plumber license as its QI prerequisite instead of a separate PLB specialty examination.
The current Virginia Journeyman/Master Plumber portion contains 80 questions across thirteen published subject areas. The same 80-item plumbing blueprint is currently used for Journeyman and Master Plumber candidates.
The largest category is Drainage, Waste and Vents with 24 questions. That single category represents 30 percent of the exam.
Water Supply Systems, Backflow Prevention, and Storm Drainage Systems each contain 10 questions.
Plumbing Fixtures contains 7 questions, General Regulations contains 5, and Interceptors and Traps contains 4.
The remaining 10 questions cover Virginia statutory and regulatory material: Standards of Practice, Standards of Conduct, Renewal and Reinstatement, Definitions, Qualification for Licensure, and Revocation of Licensure.
Drainage, water supply, backflow, and storm drainage combine for 54 of the 80 questions. That is 67.5 percent of the exam, which is a pretty loud hint about what should dominate your study calendar.
Study the Master Plumber exam and the contractor-business requirements as two separate jobs. One proves technical plumbing knowledge. The other proves the business is properly structured for its Virginia license class.
Drainage, Waste and Vents: practice DFU calculations, drain sizing, slopes, cleanouts, vent sizing, wet venting, circuit venting, and permitted materials.
Water Supply: review WSFU demand, pipe sizing, pressure, materials, service piping, valves, and distribution systems.
Backflow: study cross-connections, air gaps, vacuum breakers, RP assemblies, DC assemblies, and protection requirements.
Storm Drainage: review roof drains, leaders, horizontal piping, rainfall rates, secondary drainage, and sizing.
Virginia Regulations: do not ignore the 10 regulatory questions covering licensing, conduct, renewal, qualifications, and discipline.
Contractor Business: Class A and B candidates also need strong preparation in Virginia contractor law, estimating, contracts, project management, finance, taxes, labor, safety, and lien law.

Current PSI rules: the examinations are open book, but candidates bring their own approved references. Books may be highlighted, underlined, and indexed before testing. References containing writing are not permitted. Permanent tabs are allowed, but removable tabs are not. Loose papers and unbound references are also prohibited.
The Virginia PLB Plumbing classification covers a broad range of plumbing-system contracting work.
The scope includes piping, fixtures, appliances, backflow-prevention devices, boilers, water heaters, hot-water baseboard systems, hydronic systems, process piping, public and private water supplies, sanitary drainage, storm drainage, steam-heating systems, incidental storage tanks, and plumbing vent systems.
PLB contractors may also install, maintain, extend, or alter liquid-waste systems, sewerage systems, storm-water systems, and water-supply systems.
Important scope limit: the PLB classification does not automatically provide gas-piping authority. It also does not provide general fire-sprinkler contracting authority, except for limited sprinkler work allowed by the plumbing provisions when the installer meets the required Board-approved vocational training.
The easiest mistake is treating Master Plumber, PLB, Class A, Class B, and Class C as five names for the same thing. They are not.

Current contractor thresholds: Class C generally covers projects over $1,000 and under $30,000. Class B covers $30,000 to under $150,000 or the applicable annual-volume range. Class A begins at $150,000 per project or the applicable $1 million annual threshold and carries no upper monetary limit.

The Master Plumber portion allows 210 minutes for 80 questions. That works out to about 2 minutes and 38 seconds per question.
Drainage, water supply, backflow, and storm drainage account for 54 questions, so weak code navigation in those four areas can eat the clock quickly.
Class A and B candidates also have a separate business-exam layer. Class B candidates complete 74 business-exam items across the Virginia and General portions. Class A candidates complete 98 total items because the Advanced portion is added.
The good news is that the requirements become much easier once they are separated into boxes: Master Plumber, PLB Qualified Individual, pre-license course, business exam, financial documents, and contractor application. The paperwork monster gets much smaller when you stop feeding it everything at once.
Testing-room reminder: the current PSI bulletin states that candidates must bring their own approved references. The testing center does not provide the books. Prepare with the same physical references you plan to use on exam day.
