It is a practical path for people who build their experience around homes, apartments, residential services, branch circuits, feeders, grounding, wiring methods, appliances, pools, HVAC equipment, and the many other electrical systems that keep modern homes from feeling like very expensive caves.

The 02 path is not an unrestricted journey-level license. Washington requires 4,000 hours of qualifying residential specialty experience, basic classroom instruction, proper trainee supervision, L&I approval, and successful completion of the Residential Electrician exam. The current exam has two sections: NEC & Theory and Washington Codes.

Start with the Washington Residential Electrician collection from 1ExamPrep. This guide explains the 02 scope, experience and classroom requirements, supervision, exam blueprint, open-book rules, 2020 NEC reference, RCW and WAC material, renewal, and a practical way to study for the exam.

What Is the Washington 02 Residential Electrician Certificate?

Washington identifies Residential Electrician as specialty classification 02. It is a certificate of competency issued by the Washington State Department of Labor & Industries to electricians who meet the residential specialty experience, education, and examination requirements.

The 02 specialty is designed around residential electrical work rather than all electrical installations. That means the certificate can be an excellent fit for electricians who spend their careers wiring homes and qualifying multifamily projects, but it does not automatically authorize every commercial, industrial, or general electrical installation.

Think "residential specialty," not "general journey level." The certificate is powerful inside its legal scope, but the legal scope still has boundaries.

What Work Is Included in the 02 Residential Scope?

Washington's current rule allows the 02 specialty to perform telecommunications, low-voltage, and line-voltage wiring in one- and two-family dwellings and in certain qualifying multifamily residential buildings.

The multifamily portion applies to qualifying Type III, IV, or V construction when the building stays within Washington's current story and construction limitations. The rule also allows work in certain ancillary structures on the same property and under the same ownership as the dwelling.

The scope can include qualifying electrical work for:

  • One-family dwellings
  • Two-family dwellings
  • Qualifying multifamily residential buildings
  • Residential services and feeders
  • Branch circuits
  • Lighting and receptacle outlets
  • Appliances and residential equipment
  • Swimming pools associated with the qualifying residential property
  • Septic pumping systems
  • Domestic water systems
  • Residential limited-energy systems
  • Associated garages and offices when allowed by the rule
  • Site lighting supplied from the residence or qualifying ancillary structure

The exact rule is found in WAC 296-46B-920, and candidates should study it closely. Scope questions are licensing questions, job-site questions, and exam questions all at once.

Residential Does Not Mean Unlimited

Washington places real limits on the 02 specialty. It does not cover every occupancy just because somebody happens to sleep there, and it does not automatically allow commercial or general electrical work.

The current scope excludes or limits work such as:

  • Electrical work outside the occupancy and construction types allowed by the 02 rule
  • Commercial occupancies such as hotels, motels, stores, offices, and similar commercial uses
  • Work in portions of buildings that fall outside the permitted construction-type limits
  • Services or equipment serving occupancies outside the approved residential scope
  • General electrical work that belongs under the unrestricted 01 certification

The line-voltage wiring rules also include specific wiring-method limitations. Washington generally limits receptacle and lighting outlet wiring in the 02 scope to nonmetallic sheathed cable, with listed exceptions for conditions such as physical damage, wet locations, below-grade work, masonry or concrete, future living spaces, or places where NM cable is not permitted.

Study the actual scope language instead of relying on the phrase "residential electrician." A project can look residential from the parking lot and still contain electrical work outside the 02 certificate.

Washington Requires 4,000 Hours of Residential Experience

The Washington 02 Residential specialty is one of the state's 4,000-hour electrical specialties.

Candidates must accumulate qualifying work experience in the residential specialty before becoming eligible for the examination. Those hours need to be documented according to L&I rules, and the work needs to be performed under proper supervision.

4,000 Hours

Qualifying Experience

Washington currently requires 4,000 hours of qualifying 02 residential specialty experience.

48 Hours

Basic Classroom Instruction

Candidates in the 4,000-hour specialty pathway must complete the required basic classroom instruction.

75%

Minimum Supervision

Trainees in 4,000-hour specialties must be supervised at least 75 percent of the time.

02

Specialty Experience

The hours must fit the residential specialty experience requirements, not simply any electrical work.

Who Can Supervise a Residential Electrical Trainee?

Washington requires a trainee working in a 4,000-hour specialty such as Residential 02 to work under the supervision of an electrician certified for the type of work being performed or a general journey-level electrician.

The trainee must be supervised at least 75 percent of the time. Supervision matters because the trainee is building hours toward certification while still learning the trade.

Keep accurate records of employers, supervisors, work dates, work categories, and hours. L&I evaluates whether the experience fits the certificate you are seeking. Four thousand hours of electrical work is impressive, but it needs to be the right four thousand hours.

Basic Classroom Instruction Is Part of the Path

Work experience is not the only qualification. Washington also requires basic classroom instruction for electrical trainees.

Candidates in a 4,000-hour specialty pathway must complete 48 hours of qualifying basic classroom instruction before renewing the trainee certificate or qualifying for the specialty examination under the current requirements.

The purpose is to build code and theory knowledge that may not naturally appear during day-to-day field work. A trainee might become very good at roughing houses while still needing classroom practice with calculations, code organization, grounding theory, or Washington licensing rules.

How to Apply for the Washington 02 Residential Electrician Exam

  1. Maintain a valid Washington electrical trainee certificate while gaining experience.
  2. Accumulate the required 4,000 hours of qualifying Residential 02 work experience.
  3. Complete the required basic classroom instruction.
  4. Make sure the experience was earned under the required supervision.
  5. Document the work hours and education according to L&I requirements.
  6. Submit the electrician examination application to Washington L&I.
  7. Wait for L&I to verify your eligibility.
  8. Receive the exam approval letter and Exam Unique ID.
  9. Schedule the correct Residential Electrician examination with PSI.
  10. Pass each required exam section with at least 70 percent.

Electrician candidates cannot simply schedule whichever PSI exam looks close enough. L&I must approve the electrician examination first, and candidates need to schedule the exact exam listed on the approval letter.

Washington 02 Residential Electrician Exam at a Glance

The current Residential Electrician exam has two sections: NEC & Theory and Washington Codes. Unlike the Residential Master Electrician exam, the electrician-level 02 test does not include a separate Major Load Calculations section.

40 Questions

NEC & Theory

The current technical section contains approximately 40 questions.

2 Hours

Technical Time

Candidates currently receive two hours for NEC & Theory.

17 Questions

Washington Codes

The current state-law section contains approximately 17 questions.

1 Hour

State-Law Time

Candidates currently receive one hour for Washington Codes.

Total current format: approximately 57 questions across three hours. Washington requires at least 70 percent on each required examination section.

Based on the current three-hour schedule, PSI's published fee table places the initial exam at the current three-hour exam rate. Always verify live pricing when scheduling because fees can change.

Current 02 Residential Electrician Exam Blueprint

The current PSI outline shows the approximate number of questions assigned to each technical knowledge area.

Knowledge Area Approximate Questions
NEC 90 - Introduction1
NEC 100-110 - General Requirements2
NEC 200-225, 280-285 - Wiring & Protection2
NEC 230 - Services3
NEC 240 - Overcurrent Protection5
NEC 250 - Grounding & Bonding5
NEC 300-398 - Wiring Methods7
NEC 400-427, 455-480 - Electrical Equipment1
NEC 430-450 - Motors, HVAC, Generators & Transformers3
NEC 500-516 - Hazardous Locations1
NEC 517-590 - Special Occupancies1
NEC 600-695 - Special Equipment1
NEC 700-702 - Emergency & Standby Systems1
NEC 705-780 - Special Conditions1
General Trade Knowledge & Theory6
Washington Laws & Rules17

The outline makes the study priorities easy to see. Wiring Methods is the largest technical category, followed by Grounding & Bonding and Overcurrent Protection.

Wiring Methods Is the Largest Technical Category

Wiring Methods currently carries about seven questions, making it the largest individual technical category on the 02 electrician exam.

Review topics such as:

  • Nonmetallic-sheathed cable
  • Raceways
  • Boxes and fittings
  • Conductor protection
  • Securing and supporting cable
  • Wet and damp locations
  • Underground residential wiring
  • Physical-damage protection
  • Wiring in garages, basements, crawl spaces, and attics
  • Washington-specific 02 wiring-method limits

The 02 scope itself places special emphasis on nonmetallic-sheathed cable for line-voltage receptacle and lighting outlets, with specific exceptions. That makes scope knowledge and NEC wiring-method knowledge especially important together.

Grounding, Bonding, and Overcurrent Protection Deserve Extra Time

Grounding & Bonding and Overcurrent Protection each carry about five questions in the current technical outline.

For grounding and bonding, study:

  • Grounding electrode systems
  • Grounding electrode conductors
  • Equipment grounding conductors
  • Main bonding jumpers
  • Service grounding
  • Bonding metal water piping
  • Grounding of separately derived systems when applicable

For overcurrent protection, study:

  • Branch-circuit protection
  • Feeder protection
  • Standard overcurrent-device ratings
  • Conductor protection
  • Equipment-specific protection rules
  • Dwelling-unit AFCI and GFCI requirements where applicable

These topics show up everywhere in residential work. They are also easy to confuse if you study only from memory instead of practicing the exact NEC language.

Services and Residential Power Distribution

Services currently account for about three questions. Wiring and Protection adds another two, and residential work also requires strong feeder and branch-circuit knowledge.

Review:

  • Service conductors
  • Service equipment
  • Service disconnects
  • Dwelling service sizing
  • Feeders
  • Branch circuits
  • Small-appliance branch circuits
  • Laundry circuits
  • Bathroom circuits
  • Kitchen receptacle requirements
  • Outdoor receptacles and lighting

Residential electrical work is full of rules that look simple until a question combines conductor size, load, occupancy, location, and protection in the same sentence.

Motors, HVAC, Generators, and Residential Equipment

The current blueprint includes about three questions from NEC 430-450 and additional questions from electrical equipment, emergency and standby systems, special equipment, and special conditions.

Residential electricians should be comfortable with HVAC equipment, motors, generators, transfer equipment, appliances, pools, spas, pumps, and other systems commonly found on residential property.

Useful review areas include:

  • Motor branch circuits
  • HVAC disconnects
  • Nameplate requirements
  • Generator connections
  • Standby power systems
  • Swimming pools and spas
  • Domestic water and septic systems
  • Appliance branch circuits
  • Equipment grounding

General Trade Knowledge and Electrical Theory

General Trade Knowledge & Theory currently accounts for about six questions. Washington L&I specifically recommends appropriate classroom education because field experience alone may not cover the theory tested.

Practice:

  • Ohm's law
  • Voltage, current, and resistance
  • Power calculations
  • Series and parallel circuits
  • Single-phase electrical calculations
  • Basic load calculations
  • Voltage drop
  • Conductor calculations
  • General trade mathematics

The electrician-level Residential exam does not have the separate two-hour Major Load Calculations section used on the Residential Master exam, but residential calculations and theory can still appear in NEC & Theory.

Washington Codes Is a Separate Required Section

The Washington Codes section currently contains about 17 questions and allows one hour. It focuses on Washington-specific electrical law and rules.

Study:

  • RCW Chapter 19.28
  • WAC Chapter 296-46B
  • Residential 02 specialty scope
  • Trainee supervision
  • Experience documentation
  • Electrical permits
  • Inspections
  • Certification requirements
  • Electrical contractor responsibilities
  • Enforcement and penalties
  • Renewal and continuing education
  • Washington-specific electrical installation requirements

Do not treat RCW and WAC as books you will figure out during the exam. The section must be passed separately, so fast Washington-law navigation matters just as much as NEC navigation.

The Current Washington Exam Still Uses the 2020 NEC

Washington's current PSI Candidate Information Bulletin identifies the 2020 National Electrical Code for electrical certification examinations. It also uses the current version of RCW Chapter 19.28 and WAC Chapter 296-46B.

Do not assume the newest NEC edition is automatically the exam edition. As of the current Washington bulletin, the testing program still identifies the 2020 NEC.

The Washington Residential Electrician Book Package combines the current core references: the 2020 NEC, RCW Chapter 19.28, and WAC Chapter 296-46B.

The Exam Is Open Book

Washington electrical exams are open book. Candidates can bring approved reference materials, but the rules about those materials matter.

Current rules allow:

  • Original copyrighted electrical reference books
  • The 2020 NEC
  • Permanent index tabs
  • Highlighting and underlining in qualifying copyrighted references
  • Printed RCW and WAC copies placed in a binder
  • A silent, nonprinting, nonprogrammable calculator

Current rules prohibit:

  • Sticky notes
  • Removable or repositionable tabs
  • Handwritten notes in references
  • Unauthorized loose reference material
  • Noncompliant programmable calculators

The goal is to know your references well enough that open book becomes an advantage. If every question starts with five minutes of flipping, the books have quietly become luggage.

How the One-Year Exam Period Works

After L&I approves an electrician candidate, the approval letter begins a one-year exam period. The candidate must pass all required sections before that period expires.

The first attempt during the one-year period must include all required sections. During that same exam period, sections already passed do not have to be repeated.

Current Washington rules require at least a 14-day wait after an unsuccessful attempt unless the candidate has already reached the three-failure threshold. After three failures of an exam or section within a one-year period, a 90-day wait applies to future attempts until the exam is passed.

If the one-year exam period expires before all sections are passed, electrician candidates must reapply for L&I approval and begin a new exam period.

Out-of-State Electrical Experience May Be Considered

Washington allows candidates to submit qualifying out-of-state experience for review, but the documentation requirements depend on whether the other state licenses or certifies electricians for the type of work performed.

L&I may request employer verification, dates, specific hour totals, work categories, supervision information, payroll records, contractor-license information, apprenticeship records, or licensing-board verification.

If you are bringing residential electrical experience from another state, do not assume the hours will automatically transfer. Ask L&I how to document equivalency before you build your exam timeline around those hours.

Renewing a Washington Residential Electrician Certificate

Washington electrician certificates renew every 3 years and expire on the certificate holder's birthday.

Current active-renewal requirements include 24 hours of approved continuing education.

  • 8 hours of currently adopted NEC code update
  • 4 hours of RCW/WAC review
  • 12 additional hours of approved continuing education

If the certificate expires, late-renewal consequences apply. Washington states that an electrician certificate more than 90 days past expiration is not renewable without retesting.

Renewal is easier when CE is completed early. Waiting until the birthday deadline is a creative way to make electrical code education feel like an emergency service call.

A Practical Washington 02 Study Plan

  1. Learn the 02 scope first. Know exactly which buildings, systems, and wiring methods are included.
  2. Prioritize Wiring Methods. It is the largest technical exam category.
  3. Study Grounding & Bonding. Practice Article 250 until the major rules feel familiar.
  4. Review Overcurrent Protection. Know how conductors and equipment are protected.
  5. Practice residential services, feeders, and branch circuits. Connect code rules to actual dwelling layouts.
  6. Study HVAC, motors, generators, pools, and appliances. Residential work goes well beyond receptacles and lighting.
  7. Work theory problems every week. Build comfort with Ohm's law, power, voltage drop, and residential calculations.
  8. Study RCW and WAC separately. Washington Codes has its own section and passing score.
  9. Practice reference navigation. Learn to choose the correct book before searching.
  10. Take timed practice sessions. Train for 40 technical questions in two hours and 17 Washington questions in one hour.

Build Residential Skill, Not Just Exam Memory

The best Residential Electrician candidates combine field experience with code knowledge. They know what a dwelling service looks like in real life, but they also know where the NEC explains the conductor sizing. They have installed branch circuits, but they can still locate the rule for AFCI, GFCI, receptacle placement, or grounding when the details matter.

That combination is exactly what an open-book licensing exam rewards. The test is not asking whether you memorized the whole NEC. It is asking whether you understand residential electrical work well enough to recognize the issue, choose the correct reference, find the rule, and apply it.

Conclusion

The Washington 02 Residential Electrician certificate is a focused route for electricians who build their experience around homes and qualifying multifamily residential construction. It is not a shortcut around experience, education, or code knowledge. It is a specialty license with its own scope, its own work-hour requirement, and its own exam.

The path begins with field experience. Washington currently requires 4,000 hours of qualifying residential specialty work. While those hours are being earned, trainees need to work under the proper supervision and complete the required basic classroom instruction. For the 4,000-hour specialty pathway, that includes 48 hours of basic classroom education.

Once L&I confirms eligibility, the Residential Electrician exam is handled through PSI. The current examination contains two sections. NEC & Theory has about 40 questions and gives you two hours. Washington Codes has about 17 questions and gives you one hour. Each section must be passed with at least 70 percent.

The technical blueprint puts the most weight on Wiring Methods, Grounding & Bonding, and Overcurrent Protection. Services, motors and HVAC equipment, residential wiring, special equipment, standby systems, and general theory also appear. The blueprint is useful because it prevents a common study mistake: spending three weeks on one interesting NEC article while ignoring the categories with more questions.

Washington-specific rules deserve equal respect. RCW Chapter 19.28 and WAC Chapter 296-46B control certification, trainee supervision, contractor rules, permits, inspections, specialty scope, examination procedures, and Washington electrical requirements. The Washington Codes section is separate, so candidates need to know those references well enough to find answers quickly.

The current exam is open book and still uses the 2020 NEC. That does not make the exam easy. Open-book testing rewards candidates who already understand the subject and use the book to verify details. It punishes candidates who meet the NEC for the first time after the exam clock starts.

After certification, the work remains limited to the 02 Residential scope. That is why scope knowledge matters beyond test day. A certified Residential Electrician should know not only how to install and troubleshoot residential electrical systems, but also when a project requires a broader certification.

Finally, certification brings continuing responsibility. Washington electrician certificates renew every three years and currently require 24 hours of approved continuing education. Keep your code knowledge current, maintain your certificate, and continue treating RCW and WAC as working references rather than books that disappear after the test. That approach prepares you for the exam and for the actual job the certificate allows you to do.

Plain-Language Summary

The Washington Residential Electrician certificate is called the 02 specialty. It is meant for electricians who do qualifying residential electrical work in one- and two-family homes and certain multifamily residential buildings allowed by Washington's rules.

The 02 certificate is not the same as Washington's unrestricted 01 general journey-level electrician certificate. The Residential certificate has limits. It only covers the work included in the 02 scope, and Washington has specific rules about the buildings, systems, and wiring methods the specialty can use.

Before taking the exam, an in-state candidate normally needs 4,000 hours of qualifying Residential 02 work experience. Trainees in this specialty must work under proper supervision, currently at least 75 percent of the time, and must complete the required 48 hours of basic classroom instruction.

After your experience and education are ready, you apply to Washington Labor & Industries. L&I reviews your qualifications and, if approved, sends you an exam approval letter. You then schedule the correct Residential Electrician exam through PSI.

The current exam has two parts. NEC & Theory has about 40 questions and gives you two hours. Washington Codes has about 17 questions and gives you one hour. You must earn at least 70 percent on each section.

The largest technical topic is Wiring Methods. Grounding and Bonding and Overcurrent Protection are also heavily tested. You should study services, feeders, branch circuits, HVAC equipment, motors, generators, special equipment, pools, appliances, and general electrical theory too.

Washington Codes comes from RCW Chapter 19.28 and WAC Chapter 296-46B. These references explain certification, specialty scope, trainee supervision, permits, inspections, contractor rules, enforcement, renewal, and state-specific electrical requirements.

The exam is open book. The current Washington PSI bulletin still identifies the 2020 National Electrical Code. Permanent tabs, highlighting, and underlining may be allowed in qualifying references. Sticky notes, removable tabs, and handwritten reference notes are not allowed.

Once you become certified, your 02 certificate stays limited to the Residential specialty scope. It renews every three years and expires on your birthday. Current renewal requirements call for 24 hours of approved continuing education, including 8 hours of code update and 4 hours of RCW/WAC review.

Use the Washington Residential Electrician collection from 1ExamPrep to review the available 02 study materials and build a preparation plan around the NEC, Washington law, state rules, residential electrical knowledge, and open-book reference navigation.
